Most governments dedicate their management to improving or increasing what already exists. But there are very few who create, those who provide services that did not exist before or, even, that were not requested.
At this point it is important to combine two instances, on the one hand the conclusions that derive from the technical diagnosis of the state of situation of the different areas that make up a city and on the other hand the demands of the citizens.
In this area, as in many others, management can be significantly benefited by rigorous work with certain and traceable data that allows achieving the greatest impact on results with the least impact on resources and generating greater citizen commitment to the effects of these actions.
