To govern is to explain

The procedures are defined by your budget, what is spent and what is not. The question we must ask ourselves is how to decide in the most intelligent way. Although we are clear that we are not in the presence of a simple mathematical equation or a private company with clear guidelines to maximize profit, even so, it is possible that the data will guide us to carry out a better policy.

Given that governments have less budget than they need or want, efficient use of public resources is of vital importance. In this sense, it is essential to have information regarding the streets or routes that are the busiest, the structural state of public buildings, etc., and also know what the main demands of citizens are. This will allow to quickly identify management priorities and choose the works with the greatest impact to improve the quality of life in the city.

In this point it is important to combine two instances, on the one hand, the conclusions derived from the technical diagnosis of the situation of the different areas that make up a city and on the other hand the demands of the citizens.

With these two reports, the political view of management is at stake which is what defines the priorities and axes of its administration. But that political decision will not be based on personal perceptions but on the data obtained, which will serve both to inform decisions and to account to neighbors for why the budget has been defined in a certain way.

Every official wants to have the greatest impact on the quality of life in his city, although on many occasions he finds himself not only with budgetary limitations, which are difficult to improve, but also with information limitations, which are feasible to improve.

It usually happens that works that are understood to be of priority to the citizens are of no interest because they do not know their significance or the state in which they are found. Therefore, it is important to keep the community informed of why it is important through documented evidence. On many occasions, governments write their budgets, debate them, approve them and execute them within the City Councils, taking them as part of the administration that is left behind because it is a technical aspect and not very attractive to the neighbors, leaving people as mere spectators of something that has a direct impact on your daily life. That is why the importance of publishing the technical and political arguments about the decisions made is emphasized, not seeking unanimity of approval but the total understanding and transparency of why certain government decisions are made and showing that there are data that support the different alternatives. chosen.

It is to find the balance between the needs of the city and the wishes of its citizens that may or may not coincide, it is the task of its politicians in any case to harmonize the differences.
