Environment

Caring for the environment is recent in historical terms for the general public, which is still in the learning stage. Since 2015, when the United Nations Conference on Climate Change (COP 21) was held in Paris, concern for the issue in different communities has taken a determining role. This implied that the Town Halls have had to reinforce awareness and education campaigns on how to preserve the environment in their communities. This situation translates into a cost benefit equation: how many resources should the state spend on advertising and time, and what are the concrete results obtained. In order to maximize this equation, it is imperative to prioritize the objectives and therefore the publics to which each particular policy will be destined.

Citizens' concern for living in a friendlier environment, where noise and air pollution decrease, the generation of garbage per capita decreases and the percentage of recycled waste increases, etc. It must be a matter on the government's agenda, not as a politically correct position, but as a concrete element that improves the quality of life, as does the decrease in unemployment or the increase in average income.

Currently there are tools that allow municipalities to manage these issues with greater efficiency. When environmental care emerged in the public sphere, it was somewhat alien to the majority, a niche theme that governments accompanied by true conviction or simple sympathy. Currently it is considered one more function of management, such as the quality of public transport or citizen security.. Unlike other areas, in this case it is the people who carry out the work to a great extent, the Town Halls limit themselves to persuading them to do it and to do it correctly. Raising this situation that it is people who largely determine environmental success or failure and it is also they who benefit or harm from their actions is a pedagogical obligation of governments.

In this area, as in many others, management can be significantly benefited by rigorous work with certain and traceable data that allows achieving the greatest impact on results with the least impact on resources and generating greater citizen commitment to the effects of these actions.
